Remove any screws fitted along the cooker sides at the top (usually two per side) and check and remove any screws from the back to the top. Try now to lift the hob top hinging it from the front. If it will not detach from the front you may have to remove the control facia and knobs to access hidden screws.

Check the main oven element as this has probably failed and the top oven thermostat may be faulty if it allows the element to heat even when not selected.
