Older elements may take longer to heat up but this is not likely to make a large difference. More modern cookers have quicker heating elements. There is not likely to be a 'fault' with your cooker if this is happening on all hob elements.
I have a 43906 staggered ceramic hob, large front left element has died and front right is fully on or off. Is repair feasible or is replacement unit only solution. 1 Answer

It suggests you have a faulty element and a faulty controller Check if the parts are available and decide if the repair is economic for you if you are confident to replace the parts.
