The heating element of my Creda T620CW will not heat up although it appears undamaged, would replacing the thermostat fix this?

The problem is usually due to the 'cut out thermostat' but both should be replaced at the same time. This could be confirmed if measured using a multimeter like Stock Number ES1741061
