Cleaning problem

Hi, I've a Bosch d/w SGS43A52G. The dishes are not cleaning properly. The videos have been great and I've checked and cleaned the spray arms, which appear fine. This then points to either the pump or heater? I notice that beneath the filter area there is a small pool of water and the salt unit is actually overflowing with water. Is this correct? I assume it must be as any salt put in would clog otherwise. Look forward to your reply and thanks. Paul.
