if this part is faulty would it prevent water from heating

my washing machine works perfect except it does not heat the water I have already fitted new heater element what do I look for next

    If the machine finishes a cycle it thinks the water has been heated enough to progress or it would continue to wash forever. Put on a boil wash empty to confirm if the heater is working as you may not feel warmth on the glass on a lower temperature wash. If it completes on a boil cycle try replacing this part.
