My Bosch tumble dryer does not heat up as hot as it used to do, clothes only partially dry and little water in the condenser tray. Tried re-setting the red thermostat cut off button. Is the temperature limiter faulty?

Model WTL 6103Gb/05, F No. 8401 200076. Checked the cut out thermostat for closed circuit - ok. checked the temp limiter for closed ciruit - it's open. Is the limiter the problem? Can it be replaced or have to replace the whole heating element?
